Base pay range $86,681.00/yr - $109,650.00/yr Description Responsibilities include but are not limited to the following: Collect and gather data from various internal and external sources. Evaluate the data for completeness and relevance to DHSES/OCT needs. Clean and pre-process data sets to remove inconsistencies, inaccuracies and duplication. Plan, develop and manage complex data projects of homeland security, domestic terrorism, public safety and related program trends. Transform data into a format for analysis and utilization. Utilize data wrangling technique to manipulate data as needed. Analyze data to identify patterns, trends and relationships. Utilize statistical techniques and machine learning algorithms as needed to generate insights and support decision making. Visualize data in meaningful and impactful ways to communicate insights and findings to stakeholders. Utilize data visualization tools and techniques to create charts, graphs and other visualizations as needed. Maintain and manage Division of Homeland Security and Emergency Services (DHSES), Office of Counter Terrorism (OCT), and Domestic Terrorism Prevention Unit (DTPU) database systems, including backup and security. Utilize Structured Query Language (SQL) and database management systems as needed. Design and implement a data warehousing solution to support data analysis and reporting. Utilize data architecture, data modeling and ETL (Extract, Transform, Load) processes as needed. Generate reports to provide insights and support decision‑making. Utilize report design techniques and data storytelling to communicate data insights in a compelling and impactful way. Work closely with key stakeholders to support the development of the data analysis function and ensure data insights are effectively communicated and integrated into decision‑making. Continuously evaluate and improve data analysis processes and methodologies. Collaborate with subject matter experts and stakeholders to define technical requirements and project scope. Devise methods for identifying data patterns and trends in data sources. Provide analytical support to high profile and/or cross‑cutting programs, projects and initiatives. Assist with strategic planning efforts for the agency and program and larger DHSES enterprises in New York State. Represent the agency at conferences, meetings, workgroups and other settings as appropriate. Support emergency operations during times of emergency and disaster from the State Emergency Operations Center, state field offices, and/or local deployments. Perform other duties as required. Qualifications One year of permanent service as a Homeland Security Program Analyst 1 OR bachelor's degree and three years of experience in intelligence analysis, homeland security, counter terrorism, emergency preparedness analysis and assessment, or investigations. SUBSTITUTION: A master's degree may substitute for one year of the experience. Additional Comments NOTE: Support of operations during times of emergency and disaster from State Emergency Operations Center (EOC), state field offices and/or local deployments may be required, which would result in a change and/or increase in working hours, locations and/or duties.
